I have since found out that when they click the set regarding button, it is using internet explorer 11 to display this pop up. What was happening instead was, the pop up would open, and then a full screen Edge browser would open, asking them to sign into Dynamics.
The user would sign in, it would should the contact search options, but it would not let them complete the add action.
